Definition:
The relaxing of housing and other codes in providing additional housing in
the Portland area during WWII.
Policy:
It is the policy of the bureau to continue to recognize war code properties
based on the 1942 City Council Ordinance No. 76947.
This ordinance provides for relaxing the housing and other codes in providing
additional housing in the Portland area. It also created an Emergency Housing
Board with the authority to allow deviation from the regulations of the War Code
and provided for an appeals process with the Appellate Division of the Housing
Code.
As a result of the War Code there is an identified list of structures in use
as housing which are perfectly legal due to the existing War Code but
substandard under today’s regulations.
NOTE: The War Code permits are still in effect until such
time the structure is changed to another use. Copies of the plans and permits
are available in the Document Service Center. A microfiche copy is also kept in
Neighborhood Inspections.
