CONSTRUCTION CONTRACTOR REGISTRATION
Administrative Rule Adopted by Bureau Pursuant to Rule-Making
Authority
ARB-ENB-13.07
Purpose
To ensure compliance with ORS 701.055 which requires contractors to show
proof of registration before permits can be issued, and requires homeowners and
others to sign a form regarding compliance with the law.
Criteria
Applies to all contractors, sub-contractors, specialty contractors working on
both residential and commercial jobs of any size. Also includes specific
provisions regarding residential work performed by owners, commercial owners,
and authorized agents acting on behalf of owners.
Procedure
Permit Center/Plan Review
A) Contractors - i.e. receives compensation for work
1) Request Construction Contractors Board registration number from all
contractors. If contractor has pocket card or has previously given us the
number, enter the number on the computer. If the contractor does not have the
card or is not registered with the board, process the application and put an
administrative hold on the computer application status screen. Inform the
contractor that the permit will not be issued until we get the number. Do not
issue the permit unit the number is received.
2) When the permit is issued, place the contractors registration number on
the permit.
B) Homeowners and persons doing work on their residence, if residence is not
to be sold.
1) Applicants in this class must sign the "Information Notice to Property
Owners About Construction Responsibilities" (Attachment "A"). Have the
applicant sign the form, one copy goes to the applicant and one goes into the
residential notebook. If the applicant is using a general contractor, enter
the registration number in the computer. If the applicant does not have the
number, place an administrative hold on the application until the number is
received.
2) When the permit is issued, place the contractors registration number (if
applicable) on the permit.
C) Commercial owners and authorized agents (including engineers and
architects) for owners.
1) Applicants in this class must sign the "Information Notice to Property
Owners About Construction Responsibilities" (modified) (Attachment "A").
2) If applicants in this class have hired a general contractor the number
must be noted on the permit record.
EXEMPTIONS
See State of Oregon Construction Contractors Board listing dated January 10,
1990 (Attachment "B").
EXCEPTIONS
For situations not covered in paragrpahs A, B & C contact the Permit
Center Supervisor or the Plans Review Manager.
Please note: Copies of Attachments "A," "B" and "C" can be obtained from the
permit Center.
