Drummond has served as Director of the Audit Services Division since February 2005. As Portland's Director of Audit Services, Drummond supervises all the audit projects completed by the division - managing a diverse professional staff of auditors in carrying out the audits of City government programs and offices. Drummond also acts as the official media spokesperson for all the audit projects, working with the division's public information coordinator in communicating audit findings and recommendations to the public.
Under Drummond's leadership, the Audit Services Division won the following awards, given by the Association of Local Government Auditors:

Prior to joining the City of Portland, Drummond served since 1990 in State and Federal government auditing positions, including service as Chief of Audit Services for the Oregon Department of Transportation (2000-2005), State Audit Administrator for the Oregon Audits Division (1998-2000), and in the United States General Accounting Office, the investigative arm of Congress. In 2009, Drummond also served as the Interim Director of the Oregon Audits Division.
Drummond serves on professional association boards, including the Editorial Board of the Journal of Government Financial Management, the Association of Government Accountants' Financial Management Standards Board, and the Governmental Accounting Standards Board's task force on economic condition reporting / fiscal sustainability.
In 2009, he was appointed by the U.S. Comptroller General to a four-year term on the Advisory Council on Government Auditing Standards, and was reappointed in 2013. He served on the Board of Directors of the Pacific Northwest Intergovernmental Audit Forum, is a Past-President of the Association of Government Accountants' Portland Chapter, and served on AGA's National Committee on State and Local Government.
Drummond served as national President of the Association of Local Government Auditors in 2012-13.
Drummond has taught graduate courses in financial management and auditing at Portland State University’s Hatfield School of Government and at the University of Oregon’s Lundquist College of Business. He has also trained auditors and financial managers overseas through the USDA Graduate School’s International Institute.
Drummond was named one of the 15 Most Influential Professionals in Government Auditing in 2014 by the Institute of Internal Auditors’ American Center for Government Auditing in recognition of professionals who have positively impacted the practice of auditing in the public sector. In 2013 he received the AGA's Frank Greathouse Distinguished Leadership Award for "sustained, outstanding leadership in financial management, resulting in notable contributions to the profession." He received an AGA National President's Award in 2008 and the national Special Achievement Award in 1997. He was a member of the Portland Business Journal's "Forty Under 40" in 2007.
Drummond holds a master's degree from the University of Oregon and a bachelor's degree from Whitman College.
He is a Certified Internal Auditor, Certified Government Financial Manager, and Certified Government Auditing Professional. He is a member of the Institute of Internal Auditors, the Association of Government Accountants, and the Association of Local Government Auditors.
