Web-Based Inventory of Significant Policies, Programs & Projects

PURPOSE
 
WHEREAS, Portland is a city that prides itself on having active, involved, and informed neighbors.
 
WHEREAS, neighbors and businesses want to have a simple, direct way to easily and consistently learn about major city policies, programs, and projects.
 
WHEREAS, in February 2001, Resolution No. 35967 required future ordinances having significant impacts on adopted city goals be circulated for review before being filed with the Auditor for Council consideration.
 
WHEREAS, Resolution No. 35967 also required that the results of the review be made publicly available through the Auditor's Office by inclusion on the Auditor's website.
 
WHEREAS, during a review of Resolution No. 35967, the bureau directors' group was interested in expanding the information available through the Internet and making the information publicly available further in advance of Council consideration. The bureau directors' group advocated for the creation of a web-based inventory of significant policies, programs and projects as a means for achieving these goals.
 
WHEREAS, in August 2002, Resolution 36092 was created which makes many elements of Resolution No. 35967 redundant, but did not include a web-based inventory of significant policies, programs and projects.
 
WHEREAS, the city's web portal developed by the Bureau of Information Technology will include the ability for each bureau to individually enter and maintain information into this central location. The ability to include links to more specific information will also be available.
 

 
POLICY
 
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 35967 is hereby repealed.
 
BE IT FURTHER RESOLVED that the City's Bureau of Information Technology Corporate Technology Services, will include in their portal a simple official "one-stop" location for up-to-date citywide information about policies, programs and projects.
 
BE IT FURTHER RESOLVED that individual City Bureaus will use and be responsible for creating and updating specific content in the City's portal.
 
BE IT FURTHER RESOLVED that this resolution is binding City Policy.
