REMOVAL OF PAY STATIONS/PARKING METERS DURING CONSTRUCTION ON ADJACENT PROPERTY

Pay stations and parking meters are often located adjacent to or within construction projects where temporary permits have been issued for use of the public right-of-way. The proximity of the pay stations and meters exposes them to damage risks due to construction hazards and often makes it unsafe or inaccessible to the public trying to pay for parking. The City has made considerable investment in this infrastructure and potential damage or non-use should be avoided when possible. Pay stations and parking meters must be readily accessible to Parking Operations staff – for maintenance, collections, and security; be safely accessible to the public and; have adequate solar exposure to be able to charge the solar batteries.
As a result, the Portland Bureau of Transportation aims to remove pay stations and parking meters when construction work may adversely impact the pay station or meter or, make the pay station or meter inaccessible for payment, collection and/or maintenance. When parking meters or pay stations are removed, the public should use those in other locations.
Policy and Procedures
Transportation Parking Operations will determine when a pay station or parking meter will be removed due to construction on an adjacent property. Among the criteria used in this decision process are the following:
Construction Impact on Parking:
- If one-half or more of the parking is removed, on the block face where the pay station is located, the pay station/parking meter must be removed.
Construction Impact on Pay Station/Parking Meter:
- When construction may threaten the pay station/parking meter for a period of more than 30 days the pay station/parking meter must be removed. An example of a threat to the pay station/parking meter would be the dust and debris created by the construction.
- If the pay station/parking meter is inaccessible for maintenance, to the public or, the solar charging system is adversely impacted (no longer exposed to sunlight), for more than 30 days, the pay station/parking meter must be removed.
The fees for removal are applicable as per the Bureau of Transportation published fee schedule. Permit holder is responsible for cost of removal and reinstallation (to be paid when permit is issued). In addition, the permit holder is responsible for damage to pay station or parking meter within their work area if the damage is a result of the construction.
