HOLIDAY & ROSE FESTIVAL MORATORIUM
Administrative Rule Adopted by Bureau of Transportation Engineering &
Development Pursuant to Rule-Making Authority

I. Definition
During the holiday season and again during the Rose Festival activities, the
Office of Transportation limits routine work that requires opening, closing, or
blocking of any roadway, parking space or sidewalk in the core area and
principal streets as identified on the Moratorium Map.
II. Administrative Rule
Each year, during the Christmas holiday season and during the Rose Festival
activities, the City of Portland establishes a moratorium on work that requires
opening, closing or blocking any roadway.
Actual dates vary, but the Holiday moratorium begins the Friday before
Thanksgiving and continues though January 1st of the coming year. The Rose
Festival moratorium begins the Thursday before the Starlight Parade and
continues through the Tuesday after the Grand Floral Parade (typically the first
two weeks in June, although exact dates vary).
Work in the sidewalk or roadway necessitated by special conditions must be
approved by Portland’s Office of Transportation before authorization by permit
will be issued.
