STREET CLOSURES IN CONJUNCTION WITH REVOCABLE PERMIT

I. Discussion
 
Many short-term street closures can be obtained under City Code Title and Chapter 17.44.020.  However, in some exceptional cases, it may be necessary to close a street or right-of-way under a long-term basis. 
 
In cases where the City has some unusual issues that preclude vacation of the street area, the City Engineer will consider this option, and the street may be closed in conjunction with a revocable permit.
 
Long-term closure that would result in the removal of all transportation function is counter to the purposes of the underlying right-of-way easement;  therefore, the City Engineer will require that some transportation function be maintained through the closure area (usually minimal remaining function is full pedestrian passage).

 
II. Administrative Rule for Street Closures in Conjunction with Revocable Permit
  1. Street closures under this administrative rule must be done in conjunction with construction of other significant public facilities in the right-of-way (e.g. public plazas or parks).

  2. All street closures must be approved by the City Traffic Engineer.

  3. Street closures for private facility usage is discouraged.  Any closure for private usage is subject to encroachment rules and must obtain council approval via ordinance.

  4. Physical prohibition of all transportation functions is not permitted under any street closure.
