Meeting began at
I. Introductions: City Auditor, CRC members, IPR staff, and IAD staff gave brief personal introductions.
II. Presentation: Introduction to IPR-CRC Program -- IPR Director Rosenthal
III. Presentation: Introduction to IAD Process – Lt. Babnick
III. Communication and Expectations: facilitated discussion led by IPR contracted mediators Donna Silverberg and Chris Sheesley
IV. Discussion of Interim Pre-hearing Protocol
Ric Alexander proposed the following changes
“IPR will provide at least two weeks notice to the appellant and the relevant police union….”
“No CRC recommendation shall be made, or full hearing granted, unless a majority of the members voting at the pre-hearing vote in favor of such a motion.”
Donna Oden-Orr made a motion that the pre-hearing protocol be accepted with the proposed changes. Lewellyn Robison seconded the motion. Motion passed unanimously.
V. Discussion of selection process for CRC officers and facilitation of January 2004 meeting
Ric Alexander made a motion that a professional facilitator be utilized to chair the January 2004 CRC meeting. Hank Miggins seconded the motion. Motion passed unanimously.
It was agreed that election of CRC officers will take place as the first order of business at the February 2004 meeting.
VI. CRC members unanimously agreed upon continuing to schedule CRC meetings the evening of the third Tuesday of each month.
