CITIZEN REVIEW COMMITTEE MEETING
 
July 2, 2003
 
CRC members present: Stone (Acting Chair), Alexander, Browning, Butzbaugh, Montgomery, Ueland
 
IPR staff present: Richard Rosenthal
 
Acting Chair Stone called meeting to order at 5:44 p.m.
 
Acting Chair Stone read the ground rules.
 
IPR Director’s Report
 
  • City Council hearing on ordinance change delayed until July 9.
  • Bonneau hearing to be Aug. 13th.
  • IPR Director will make his Bonneau report available to Denise.
  •  IPR Director disappointed that Tribune received copy of con­fidential information from CRC member. He will review how much confidential information will be shared in future.
Policy Work Group reports were to be distributed but are delayed until next meeting.
 
Doug Montgomery suggested that CRC make 15 recommendations to the PPB without further research or audit:
 
  1. All officers should be trained and carry a Taser.
  2. All officers should carry a business card to give to citizens upon request.
  3. All officers should seat­buckle passengers when transporting citizens.
  4. All officers should secure personal sizeable property such as a house, apartment, or a vehicle when taking a citizen into custody.
  5. All officers should serve in a respectful manner without appearing to be rude, arrogant, or overly officious in carrying out their duties.
  6. When arresting a parent or an adult with children nearby, an officer must locate assistance in taking care of children so as not to leave them without supervision.
  7. When a flagger is injured, the officer should issue a citation of endanger­ment/reckless driving to the driver of the vehicle.
  8. All officers should take a course in CIT training within six months of working in the community.
  9. All officers should use a car computer in calling up a driver’s DMV record.
  10. All officers should take a course in the current mental health system so as to know resources available for citizens that need assistance.
  11. All officers should take a course in understanding the set of options or resources available regarding public drunkeness and use of the detoxification system.
  12. All officers should receive from their supervisors any approval for a 72-hour hold.
  13. In official crowd control situations, all officers will wear visible and easily readable name tags and identification numbers.
  14. All officers should take a course in understanding the role of de-escal­ation during a confrontation situation and understanding community policing and its role serving as a peacekeeper within the community.
  15. A quality control system for the record systems needs to be established to clean up errors and improve the reliability of the records system.
The CRC voted to send Items 3, 4, 5, 6, 8, 10, 14 & 15 to the Policy Workgroup for further research.  (Motion by Montgomery, second by Browning).
 
Doug Montgomery gave wrap-up of Public Forum on Police Accountability held at PSU June 2, 2003.
 
CRC Protocol 5-05-Guidelines for Declination of CRC Appeals­:  TJ Browning made a motion  to vacate 5-05.  Seconded by Mia Butzbaugh.  Motion failed unanimously.
 
CRC agreed that line e. of Protocol 02-05 should be de­leted.
 
Protocol 02-03-Appeal Procedures. Motion by TJ Browning to change g. on page.2 to delete all after “Committee member…”  Seconded by Doug Montgomery.  Motion failed 3-3.

CRC Protocol 5-03-Motion to adopt by Ric Alexander.  Seconded by TJ Browning.  Passed unanimously.
 
CRC agreed to postpone, 5.04, 5.05, 5.08, 5.09, 5.12, 5.13, and 5.14
 
CRC members agreed to stay until 9 pm.
 
Protocol 5.09-At request of IPR Director, CRC members agreed to remove from page1, Paragraph 1 “an allegation of excessive use of force or”.
 
Protocol 5.05-Motion to remove d. made by Mia Butzbaugh.  Seconded by Denise Stone. Motion passed 5-1.
