PURPOSE

 

Section 1. The Council finds:

 

1.  On August 18, 2004, Council approved Ordinance No. 178687, approving implementation of Oregon Health & Science University Meter District on a permanent basis.

 

2.  The City of Portland 1996 Parking Meter District Policy gives the City the authority to provide a majority of net meter revenues to support transportation and parking services and programs in the area of a new meter district, and establishes the need for an advisory committee to consider that policy in its deliberations in forming a new parking meter district and reporting a revenue allocation plan.

 

3.  The Project Advisory Committee that studied and recommended this new meter district asked Portland Bureau of Transportation (PBOT) how to implement the Revenue Allocation portion of the above policy. In November 2005, they reconvened as a Revenue Allocation Advisory Committee (RAC) to create a plan for sharing the net meter revenue allocation. They felt that the name "Marquam Hill Meter District" was more inclusive than "OHSU Meter District".

 

4.  The major stakeholders, OHSU and Homestead Neighborhood Association, have signed an agreement between themselves chartering the RAC and presented the Marquam Hill Meter District Revenue Allocation Plan (Plan) to PBOT for spending such net revenue allocation. The PBOT Director and the Budget Advisory Committee have approved the plan pending authorization by Council. The Plan is attached as Exhibit A.

 

5.  The Plan includes the RAC requesting a rate increase in the Meter District from $1.35 per hour to $1.60 per hour effective July 1, 2010. A synopsis of the outreach regarding the rate increase by the stakeholders is attached as Exhibit B.

 

6.  The Bureau's level of confidence in the cost estimates for this plan is optimal, since PBOT Finance has determined a maximum of five years to be reasonably predictive of revenues and expenses of operating the meter system.

 


 

POLICY

 

NOW, THEREFORE, the Council directs:

 

a.  That Council authorizes PBOT to implement the plan proposed by the RAC, including allocation of net revenue from the City to the RAC for transportation improvements, for the five years beginning July 1, 2010.

 

b.  That the OHSU Meter District is renamed the Marquam Hill Meter District.

 

c.  That PBOT raise the rate in the Marquam Hill Meter District from $1.35 per hour to $1.60 per hour effective July 1, 2010.

 

d.  That the RAC may make changes to the spending plan for the allocation, and the PBOT Director may approve them.

 

e. This ordinance is non-binding city policy.
