ENCLOSED RADIANT ELECTRIC BOILERS
Administrative Rule Adopted by Portland Fire & Rescue Pursuant to Rule-Making Authority
ARB-FIR-4.01

PURPOSE:
To identify conditional use criteria for Clark Radiant Electrical Broiler Model 63-RB.

SCOPE:
The conditional use approval applies in the City of Portland, Multnomah County Fire District #10 and Clackamas County Fire District #1.

BACKGROUND:
At the request of the industry, the Fire Marshal's office and the Heating and Ventilating Division of the Bureau of Buildings has reviewed a demonstration of a Clark Radiant Electrical Broiler Model 63-RB. During the demonstration, this unit did not produce any perceivable grease laden vapors. This observation is supported by documentation of laboratory testing for vapor emissions and testing and listing of the appliance by Underwriters Laboratories.

PROCEDURES:
Based on the evidence provided the Fire Marshal and the Heating and Ventilating Division of the Bureau of Buildings, grants conditional approval for-use of this type of Radiant Electric Broiler without installation of an exhaust hood and automatic fire extinguishing system; provided all of the following conditions are met:
1. Approval is limited to those radiant electric broilers with documentation, testing and UL approval similar to the Clark Model 63-RB at the discretion of the District Fire Inspector.
2. Clearance from combustibles shall be in accordance with UL listing.
3. Units shall be located so as not to constitute a hazard to any required means of egress in the event of a malfunction they may result in a fire within the unit.
4. A portable fire extinguisher having a minimum rating of 40BC shall be properly mounted in a location readily accessible. This extinguisher shall have no "A" rating.
5. The cooking unit and grease collection pans shall be maintained clean of excessive accumulations of grease.
6. Placement, use, and maintenance for each individual unit shall be as specified in the manufacturer’s instructions.
If at any time the district inspector determines that any of these conditions cannot be maintained, then the cooking appliance shall be immediately removed. Continued cooking of grease laden producing foods shall only be done as is specified in NFPA 96.
