Administrative Rule Adopted by Portland Fire & Rescue Pursuant to Rule-Making Authority
To provide uniformity in the issuance of permits.
This policy applies within all areas in which Portland Fire & Rescue has fire prevention authority.
The Uniform Fire Code states, "when in the opinion of the Chief, adequate safeguards have been taken, hand-held candles may be permitted, but shall not be passed from person to person while lit."
RESPONSIBILITY & PROCEDURES:
Hand-held candles may be allowed when the following requirements are met:
1. Participants shall be at least twelve (12) years of age and under the direct supervision of an adult.
2. Tight fitting cardboard wax catchers covered with aluminum foil or flame retardant shall be placed around the candle, minimum dimension shall be five-inch diameter.
3. Candle height shall not exceed eight inches and one inch in diameter.
4. For every seventy-five participants, or portion thereof, there will be one trained usher with a fire extinguisher, trained in its use and immediately adjacent to the participant.
