ADM-1.10 - Sustainable Paper Use Policy

Binding City Policy

WHEREAS, In November 1994 Council adopted the Sustainable City Principles which direct the City to "purchase products based on long-term environmental and operating costs and find ways to include environmental and social cost in short-term prices;" and
WHEREAS, In April 2001, the City of Portland and Multnomah County adopted a joint Global Warming Action Plan which includes action items addressing purchase of efficient equipment and vehicles and paper with recycled content; and
WHEREAS, In March and April 2002, the City of Portland and Multnomah County adopted The Sustainable Procurement Strategy: A Joint City of Portland and Multnomah County Effort which include the process and direction for a sustainable procurement effort as binding City Policy; and
WHEREAS, Task Force teams comprised of City of Portland and Multnomah County employees found that taking simple steps, such as reconsidering the paper we use will make a lasting difference; and
WHEREAS, Existing PCC 5.33.050.C and 5.33.060.C support the purchase of recycled content products; and
WHEREAS, Reducing the rate of consumption of natural resources and the extraction of virgin materials through the use of recycled content products is essential to maintaining the natural resource base required for sustainable economic development; and
WHEREAS, Persistent Bioaccumulative Toxic chemicals (PBTs) are toxic, persist in the environment and build up in the food chain posing risks to public health and the environment; and the federal Environmental Protection Agency (EPA) has identified dioxin as a priority PBT slated for elimination through national, regional, and local mandates; and pulp and paper bleaching processes that utilize chlorine compounds have been identified as producing dioxin as a by-product; and paper bleached without chlorine (PCF - Processed Chlorine Free or TCF – Totally Chlorine Free) adds no additional dioxin or other organochlorines to the environment, preventing pollution; and
WHEREAS, In order to protect remaining endangered forests of the world, it is essential to encourage the paper industry to clearly identify the origin of the fibers used to manufacture their products and to certify that the fibers used are not from endangered forests; and
WHEREAS, alternative environmentally preferable paper is readily available in the marketplace; and
WHEREAS, Reducing paper use supports goals included in the adopted Local Action Plan on Global Warming and can be accomplished by a variety of means including: setting copiers to default to double-sided; increasing use of centralized printing and including duplex capability in new equipment purchases and/or contracts,

That the Office of Management and Finance, Bureau of General Services, Printing and Distribution and the Bureau of Purchases and the Office of Sustainable Development and all other affected City Bureaus are hereby directed to:
  1. Reduce overall printing and copy paper consumption by 15% by July 2008 from fiscal year 2001 levels.
  2. Require that all copier and general use paper product purchases by the City of Portland shall at a minimum meet EPA Comprehensive Procurement Guidelines and Recovered Materials Advisory Notice standards. Additionally, the City of Portland shall set a target for a minimum of 10% of paper product purchases to be alternative environmentally preferable paper by July 2004. To assure this goal is met, all copier and general use paper purchases by the City of Portland shall be made through Printing and Distribution, Bureau of General Services in cooperation with the Bureau of Purchases.
  3. Establish a preference for post-consumer recycled content paper products that are processed chlorine free with a goal that all copier and general use paper products will be processed chlorine free by July 2004.

    And all other actions necessary to implement the attached City of Portland Sustainable Paper Use Policy *.
    That the implementation of the Strategy in a timely fashion on a City wide basis is imperative in order to address the many challenges identified; therefore, this Resolution shall be binding City policy and shall be in full force and effect from and after its adoption by the Council.
