ADM-1.09 - Sustainable Procurement Policy


Binding City Policy

WHEREAS, City Resolution 35338, adopted November 23, 1994, established the City of Portland Sustainable City Principles, which direct the City to "purchase products based on long-term environmental and operating costs and find ways to include environmental and social costs in short-term prices;" and


WHEREAS, purchasing decisions have a critical role in meeting the City's green building, toxics reduction, global warming, and related sustainability goals; and


WHEREAS, the City recognizes its responsibility to minimize negative impacts on human health and the environment while supporting a diverse, equitable, and vibrant community and economy; and


WHEREAS, the City recognizes that the types of products and services the City buys have inherent social, human health, environmental and economic impacts, and that the City should make procurement decisions that embody the City's ongoing commitment to sustainability; and


WHEREAS, City Resolution No. 36620, adopted July 16, 2008, established the City of Portland Sustainable Procurement Policy; and


WHEREAS, the City recognizes that establishing sustainable procurement standards will provide needed clarification to employees making procurement decisions;





NOW, THEREFORE, BE IT RESOLVED, that the City of Portland Sustainable Procurement Policy attached hereto as Exhibit A, is updated; and


BE IT FURTHER RESOLVED, that this resolution is binding city policy and supersedes the Sustainable Procurement Policy adopted in Resolution No. 36620; and


BE IT FURTHER RESOLVED, that the Chief Procurement Officer for the City, in collaboration with other City Bureaus, is authorized to develop and approve sustainable procurement standards for goods and services as described in the Sustainable Procurement Policy.
