No automobile trailer court shall be established or
maintained unless a license has been obtained for the court, which license shall
not be issued by the Bureau of Licenses until the City Council has first
approved the issuance of the same.
Permits shall be taken out for building, electrical or plumbing work, which
may be performed in connection with such court.
