PURPOSE

Section 1. The Council finds:

1.  The Auditor's Office updated a prior cost of service study in FY 2010-11 of the services provided by the Hearings Officers for land use review and appeal hearings.

2.  The Auditor's Office determined that fees charged for Type II and Type III hearings need to be increased to more accurately reflect the cost of providing these services.

3.  The costs have increased due to inflation. The Auditor's Office proposes to implement the fee structure over a three-year period.

POLICY

NOW, THEREFORE, the Council directs:

a.  The Fee Schedules listed in exhibit A and attached to this ordinance shall be in effect on July 1, 2011.

b.  The Auditor's Office has authority to implement the fee structure over a three- year period, update the cost of service analysis annually, and make any necessary adjustments to the fee schedule.

c.  This ordinance is binding city policy.
