It is unlawful for any vendors of any kind to go upon
any ship or dock face while a ship is working cargo or while the winches or any
of the gear is being operated for any purpose. No vending of any kind
shall be allowed at any dock where the owners thereof shall have posted suitable
signs prohibiting such vending.
