No passenger carrying vessel shall be allowed to load
or discharge any passengers at any dock within the City unless the proper
gangways, manropes, and life nets are in place and an adequate fence or rope
rail is in place at the edge of the dock. Exception: Life nets may be
removed at the Harbor Master’s discretion.
