A. No person shall cut a tree on regulated property without first
obtaining a tree cutting permit from the City pursuant to this Chapter. B. No person shall cut a tree on unregulated property without a permit
if a permit is required by PCC 20.42.050.
C. In any action under this Chapter or to enforce the provisions of
this Chapter, the property owner has the burden to prove that the criteria for
granting a permit are satisfied or that cutting is allowed without a
permit.
