A permit may not be issued for any vehicle or load that can readily or
reasonably be dismantled or disassembled to reduce weight or width. This does
not apply to any vehicle, combination of vehicles, load, article, property,
machine, or thing that is: A. Used in the immediate vicinity of construction, maintenance, or
repair of public highways; and
B. Of a length in excess of that permitted in ORS
818.
