TRN-3.218 - Eliot Neighborhood Area Parking Permit Program

Binding City Policy


Section 1.  The Council finds:
1.  Commuters not working or conducting business or living in the area create adverse effects in certain areas and neighborhoods in the City of Portland by motor vehicle congestion, particularly the long-term parking of motor vehicles on the streets in such areas.
2.  Title 16 of the Code of the City of Portland provides guidelines for the establishment and administration of an Area Parking Permit Program.      
3.  The Bureau of Transportation System Management received a petition signed by over fifty percent of the proposed permit area addresses. City staff has studied the area, conducted a public meeting and concludes that a commuter parking problem does exist.
4.  The area has met the necessary program criteria and has indicated by petition and ballots its desire to participate in the Area Parking Permit Program.
5.  The area is generally bounded on the north by N. Russell Street , on the south by N. Railroad Street and N. Thompson Street , on the west by N. Randolph Avenue and on the east by the I-5 freeway.
6.  This ordinance is binding city policy.

NOW, THEREFORE, the Council directs:
a.  The Bureau of Transportation System Management establish, on an annually recurring basis, an Area Parking Permit Program in the Eliot Neighborhood as in Title 16 of the City Code as specifically called out in code 16.20.800, sections 16.20.830,16.20.840, 16.20.850, and 16.20.860.
Section 2.  The Council declares that an emergency exists because immediate relief is needed to stop commuter parking and the process has already taken several months; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
