(Amended by Ordinance No. 175564, effective May 9, 2001.) This Section
applies when: A. The City has restricted parking in an area on a temporary basis and
the signs, barriers, or other notice have been removed by someone other than the
owner of the vehicle to be towed so that the vehicle owner has not had notice of
the parking restriction;
B. There is an emergency and a legally parked vehicle must be moved in
order to attend to the emergency; or
C. Vehicles are blocking the operation of Portland
Streetcar.
