After issuance of a notice of hearing, and until such
time as the Code Hearings Officer issues his final decision, neither the
respondent(s) nor the bureau initiating the hearing shall take any action that
results in the vacation of a building used for residential occupancy without the
permission of the Code Hearings Officer, except that in cases where buildings
are found to be imminently hazardous, the building official or Chief Fire
Marshal may order the building vacated if no other means are available to
eliminate the imminent hazard.
