AT-RISK MULTI-FAMILY DWELLING PLAN
Administrative Rule Adopted by Portland Fire & Rescue Pursuant to Rule-Making Authority
ARB-FIR-5.03

I.    GENERAL

A.   This policy is established May 25, 2004.
 
B.   The purpose of this policy is to provide a better level of safety and preparedness for occupants in the event of a fire or life safety emergency within their buildings. Including pre-planning, modified inspection practices, and tenant and manager education.
 
C.   This policy applies within all areas in which Portland Fire & Rescue (PF&R) has fire prevention authority and shall be applied to “High-rise” dwelling units as defined by the 2004 Oregon Structural Specialty Code (OSSC) 403.1 that are either unsprinklered or partially sprinklered with exit way type systems. This policy will also apply to multi-story mixed-use dwelling occupancies that present significant life hazards as determined by the Fire Marshal.
 
D.   High-rise and certain types of mixed occupancy dwelling occupancies without complete fire protection systems present a greater risk for residents. Under existing codes pre-planning and education are the only viable methods to reduce that risk.

II.   SPECIFIC

III.   PROCEDURES

A.    Building Management Responsibilities:
      
       1.  Providing signage on every floor posted by elevators, all exit stairwells, and by fire alarm pull stations if present. Diagrams will include current location, exit routes, location of final safe meeting place, and the locations of extinguishers, alarm pull stations, standpipe/hose stations, and Areas of Rescue Assistance.
          
       2.  Signage at local fire alarm pull stations will also include the message “Local Alarm Only, Dial 911” when applicable.
 
       3.  The creation of a formal “Fire and Life Safety Plan”. One copy to be kept in the office, and one handed out to every existing tenant and new tenants upon occupying a unit.
 
       4.  The formal Fire and Life Safety Plan will include:
 
           a.  Fire and life safety building systems.
           b.  Emergency numbers for management.
           c.  Exit routes, procedures, and safe meeting place.
           d.  Location of “shelter in place” alternative and procedures for special needs residents.
           e.  Fire prevention tips.
           f.  Dates of training sessions available for tenants.
 
       5.  Management will also maintain a current list of special needs tenants. This list shall be readily available to first responders upon arrival.
 
       6.  Management will make training available for tenants every six (6) months, and will keep a record of all training offered, to be reviewed by PF&R inspectors during their “Regular” and “Fire and Life Safety” inspections.
 
B.     PF&R Inspector Responsibilities:
 
       1.  Recognize these listed occupancies and inspect accordingly. Identify any new buildings within their inspection districts that may fit the criteria of this policy and report these, through channels, to the Public Education Officer assigned to Business Related Programs.
 
       2.  In addition to regular hazards ask to see the “Fire and Life Safety Plan”, list of special needs tenants, and log of required tenant training.
 
       3.  Inspect these occupancies on an annual basis. These inspections will consist of one Regular inspection as per Title 31 performed by a District Inspector as per existing schedule. One “Fire and Life Safety” inspection, on alternate years for no additional fee, to be performed by the Public Education Officerassigned to Business Related Programs.
 
C.    PF&R Public Education Office Responsibilities:
 
       1.  Assist occupancies in development of Fire and Life Safety Plans, and be a resource for tenant and management training purposes.
 
       2.  Sign off on initial plans and educational components.
 
       3.  Provide at no cost, upon request, English and second language home fire safety brochures for tenants and training aids for managers.
 
       4.  One “Fire and Life Safety” inspection, on alternate years for no additional fee, to be performed by the Public Education Officer assigned to Business Related Programs.
 
       5.  The following items will be reviewed during the “Fire and Life Safety “ inspection:
 
            a.  Documentation of emergency plan training offered.
            b.  List of tenants needing special assistance.
            c.  Documentation of inspection and testing of fire protection systems.
            d.  Inspection of means of egress.
            e.  Review of any unabated hazards.
 
Additional items may also be reviewed at the Officer’s discretion.
