Whenever the Council determines that economic improvements would be
appropriate and would afford a special benefit to subject properties within a
particular District, the Council, subject to the provisions of this Chapter, may
establish an Economic Improvement District and provide for payment of all or a
portion of the cost by collection of assessments on either a mandatory or
voluntary basis. The Council may decline for any reason within its sole
discretion to establish a proposed Economic Improvement District. This Chapter
shall not give to any person the right to have an Economic Improvement District
established.
