The provisions of this Chapter are in addition to and do not in any manner
limit or affect any other provisions of law under which any remedy or right of
appeal is provided for any person, or any procedure is provided for the inquiry
into or investigation of any matter. The powers conferred on the Ombudsman may
be exercised notwithstanding any provision of law to the effect that any
administrative action shall be final or unappealable.
