Section 1 - Rule
 
Effective immediately, McCoy Park, shall be open from 5:00 a.m. to 10:00 p.m.  
 

 
Section 2 - Rationale
 
Crime and disorder problems in McCoy Park have increased recently, including large fights, park users being intimidated, vandalism, and suspected youth gang activity.  Police have exercised emergency closures of McCoy Park using PCC 20.12.215.  There is a high level of concern about these problems among park neighbors, community-based and government-based public safety partners.  An intensive community policing effort is underway to solve the immediate problem(s) and address long-term crime prevention and community-building issues.
 
The New Columbia housing project is rapidly growing in population, and McCoy Park is crowded on some evenings.  Many of those engaging in unlawful behaviors do so in evening hours, rendering McCoy Park less than safe and pleasant for others.
 
This rule is part of a comprehensive strategy to improve Park safety and improve overall public safety and livability at the New Columbia housing development.
