The Council shall have and exercise all powers and authority conferred upon the City of Portland by this Charter or by general law, except where such power is herein expressly bestowed upon some other officer, board or commission to the exclusion of the Council. The Council may delegate any of its nonlegislative functions or powers to subordinate officers, boards or commissions as it may find appropriate.
