Construction began Monday, January 4, 2010 and was completed on May 14, 2010.

NW 23rd Avenue needed repair and new pavement. The street showed severe cracking, rutting and potholes. In places, the asphalt had worn down enough to expose the old streetcar tracks and bricks.
The roadway improvements were necessary to ensure access and maintain the vitality of the neighborhood. Roadway reconstruction and repair have resulted in a 20-plus year life span of the pavement.
What Work Was Done?
The limits of the project extended from West Burnside to NW Lovejoy Street. The project included excavating the existing travel lanes and trolley tracks, reconstructing the roadway base, and repaving the surface. The parking lanes were in better condition and the pavement was repaired by doing a three-inch pavement grind and inlay.
The project also installed curb ramps on corners where they were needed and rebuilt existing ones to meet new Americans with Disabilities Act (ADA) standards. Pedestrian crossing improvements with new curb extensions were built at NW Westover, at NW Johnson and at NW Kearney.
The project also included replacing failing sewer mains under NW Glisan, NW Hoyt, NW Johnson and NW Kearney. New valves were installed onto the existing water main under NW 23rd. Five water service connections and six fire hydrants were replaced.
