New Single Family Residential (NSFR) 

 

NSFRThe Bureau of Development Services (BDS) accepts New Single Family Residential (NSFR) Projects for review through two different intake processes:

  • For one or two dwelling unit projects, you will submit your plans through the NSFR Submittal and Review Process.
  • For three or more dwelling units (designed to the residential code) on a single lot or attached to each other you will submit your plans through the Batch Process.

New Single Family Residences (NSFR)

Batch Submittal and Review Process - for projects of three or more units

Projects that include three or more structures built to the Oregon Residential Specialty Code or Inter-national Residential Code and are either located on a single tax lot or attached to each other are applied for through the Batch Track. Examples of Batch Track Projects could include three townhouse units, three row houses, or a group of three single-family homes on one tax lot.

 

These projects necessitate Batch Track processing due to the unique Planning and Zoning requirements for these projects that differ from those which apply to standard single-family development. In addition, projects involving multiple structures on one tax lot require a separate Site Development permit for the common infrastructure elements such as driveways, utilities, and landscaping.

  1. Bring the following items to the to Permitting Services on the 2nd fl oor of the 1900 SW Fourth Building.
    • Completed Batch Intake Worksheet (including information for each building type)
    • 4 sets of complete plans
    • Any additional submittal materials
  2. A Process Manager will be assigned to your project.
  3. The Process Manager will contact you to schedule an Intake Meeting with Life Safety and Planning reviewers.

NSFR Submittal and Review Process – for projects of one or two units
  1. NSFR 1Bring the items noted below to the DSC. No appointment is necessary. 
    • Completed NSFR Application 
    • Four sets of complete plans*
    • Any additional submittal materials*
      *(see NSFR Minimum Submittal Checklist)
  2. Meet with a Technician in the DSC to have the NSFR application and plans checked for completeness. Applications and plans must be complete to be submitted. The complexity of the plans will determine how quickly they are re-viewed and approved.
  3. Pay intake fees.
  4. An internal Plan Review Meeting will be held on the fourth business day after the intake fees have been paid. At the Meeting, all necessary review groups will review your plans. 
  5. After the Plan Review Meeting, you will receive an NSFR Plan Review Report. This report will tell you which of the following three categories your project falls into for each review group: 
    • Approved
    • Review and possible approval within 10 days (Fast Track) 
    • Review and possible approval/checksheet within 15 days of submittal
