Early Assistance Appointments

Early Assistance Appointments aid the applicant in preparing a complete project proposal, inform them of the procedures and requirements of the city code, and identify policies or regulations that create opportunities or problems for the proposal. Early Assistance Appointments are useful to get preliminary feedback from Staff on a proposal prior to submittal of a land use review. They are also useful for applicants unfamiliar with the City process and requirements. Early Assistance Appointments are optional and do not substitute for a required pre-application conference.

 

There are different types of Early Assistance Appointments available, depending on the project:

  • Land Division - For land division or planned development proposals
  • Environmental or Greenway - For proposals (including land divisions) located within environmental or greenway overlay zones
  • Design - For proposals in design overlay zones
  • Historic Resources - For proposals in historic or conservation districts, or landmark buildings
  • Other Land Use Review - For proposals involving reviews such as Adjustment, Conditional Use, Master Plan, Nonconforming Situation Review, and Zone Change
When is an Early Assistance appointment required?
Early Assistance appointments are not required. However, an Early Assistance appointment is recommended in situations where applicants have lots of questions, or have a complicated site or issue. A pre-application conference is required prior to submittal of all Type III and Type IV land use review applications. An Early Assistance Appointment does not satisfy the requirement for a pre-application conference.
 
Appointment Scheduling
Schedule and submit your Early Assistance Appointment request in the Development Services Center. Most appointments are held within three weeks of the request. The time of the appointment is set according to availability. Appointments are scheduled for one hour. You may also call us at (503) 823-7526 with questions about this process.
 
Appointment Submittal Requirements
Where
On the day of the appointment, applicants must check-in with the front desk in the Development Services Center.
 
Who Participates
The applicant or their representative meets with a planner from the Bureau of Development Services, Land Use Services Division. City staff from the Office of Transportation may also be invited to respond to the proposal.

Pre-Application Conferences
Pre-application conferences occur prior to submittal of a land use review to advise and inform applicants of the procedural and substantive requirements.
Design Advice Requests
Optional request for design advice from the Design Commission or Historic Landmarks Commission prior to submitting a Type III Design Review or Historic Resource Review.
Early Zoning Standards Review
Allows proposed projects or sites to be reviewed for compliance with the zoning code prior to applying for a building permit.
