It is unlawful for any hospital or institutional home to receive, keep, or
care for any number of patients, inmates, or wards beyond the number of beds
specified in the permit for such hospital or institutional home. All limitations and restrictions set forth in any regular or special permit
shall be construed as necessary precautionary requirements necessitating the
strictest observance.
