A. Any property, building or structure within the City of Portland which
becomes a graffiti nuisance property is in violation of this Chapter and is
subject to its remedies. B. Any person who permits property under their control to become a
graffiti nuisance property shall be in violation of this Chapter and subject to
its remedies.
