SEWER AND DRAINAGE FACILITIES DESIGN MANUAL

PURPOSE
 
The Council finds:
          
1. The Bureau of Environmental Services oversees the design of sewer and drainage facilities within the City of Portland.
 
2. The engineering design standards that the Bureau of Environmental Services is currently using to design facilities were established in 1991 (Sewer Design Manual ).
 
3. Those standards have not been formally updated since their inception.
 
4. Accepted civil engineering design practices have significantly changed.
 
5. Materials suitable for sewer and drainage facilities have significantly changed.
 
6. The Bureau of Environmental Services has recently completed an update of the original Sewer Design Manual (1991), now titled Sewer and Drainage Facilities Design Manual .
 
7. The Bureau of Environmental Services desires to have the Sewer and Drainage Facilities Manual adopted as an administrative rule and has followed the public review process as required by City Code 17.32.500.
 
8. The Sewer and Drainage Facilities Design Manual should initially be adopted by the City Council to increase public awareness of the administrative rule and to assure that the City Council is aware of the requirements imposed by the new rule.
 


POLICY
 
Now, therefore, the Council directs:
 
a. The BES Sewer Design Manual (1991) is hereby repealed.
 
b. The City to adopt the new BES Sewer and Drainage Facilities Manual to establish revised design standards for these public facilities, and that these standards shall apply to all such public facilities designed in the City of Portland.
 
c. Pursuant to PCC section 1.07.060, The Sewer and Drainage Facilities Design Manual shall be filed as an administrative rule in the Portland Policy Documents repository.
