STREET CLOSURES
Administrative Rule Adopted by Bureau of Transportation Engineering &
Development Pursuant to Rule-Making Authority
ARB-TRN-1.08
I. Definition
The City Engineer may temporarily close (or allow to be closed) any part of a
street for several reasons. It may be necessary to obtain a temporary street
closure to facilitate construction, demolition or installation at a construction
site safely.
Restricting vehicular use of an unimproved street for either the protection
of the public or the elimination of a neighborhood nuisance may be required.
Streets may also be closed for short periods of time to provide for special
community events, such as block parties or neighborhood fairs.
II. Administrative Rule for Temporary Street Closures
1. Application for street closures for construction may be made through
Portland’s Office of Transportation, Street Systems Management. Call the Permit
Desk at 503.823.7365 and ask to speak with the technician that may help you
obtain a temporary street closure permit.
2. Application for street closures for neighborhood block parties (for not
more than one block and for no major streets) may be made through Portland’s
Office of Neighborhood Involvement. Call 503.823.4519 and ask to speak with the
staff member that can assist you in the application process for a block party
street closure permit.
3. Application for street closures for minor and major community events (for
not more than a few block radius) may be made through Portland’s Office of
Transportation, Street Systems Management. Call 503.823.5185 and ask to speak
with the technician that issues temporary street closure permits for community
events.
4. Application for street closures to restrict vehicular use of an unimproved
street may be made through Portland’s Office of Transportation, Street Systems
Management. Call 503.823.5185 and ask to speak with the technician that issues
temporary street closure permits for safety or nuisance reasons.
